I personally like the concept behind House Bill 3940 filed by Representative Rufus Rodriguez of Cagayan de Oro and Maximo Rodriguez of Abante Mindanao partylist. The bill requires all prepaid SIM (subscriber identity module) cards be registered.

Currently, only postpaid mobile accounts are religiously registered upon purchased. All other prepaid mobile accounts, which has the biggest users, can be easily bought.

The bill wants to easily track prepaid subscribers who are using the unregistered SIMs in unlawful acts.

According to reports, HB 3940 would require telecommunications companies to register all its prepaid issued SIM cards before activating.
